CONFUSED

I am a Parent whos daughter has spent the last 4 years studying to be a teacher.She leaves on Tuesday to go and teach in Taiwan in order to earn a decent income.I also have a niece who has a masters in Nursing from NMMU (formerly University of Port Elizabeth).Why is it that the South African Government cannot look after their most important resourses (teachers and nurses)
